Copied from rxjava3 80c83a4e000f0d054ea88a3bd500d36c2c041b05 This has been modified to allow for Flowable create method to be invoked per subscription request instead of during the initial subscribe, which may not even include a request of any size. The callback must provide at least as many elements that were requested or be completed otherwise it can cause exhaustion as the upstream may not request any more elements and there is no one to call the callback again.

This class is useful as the default one in rxjava only requests from the emitter once at subscription time and must publish everything. This class allows the FlowableOnSubscribe implementation to be requested multiple times and thus it can support a more chunked generation approach. The implementation should check the emitter to see how many elements are requested and then return that many and complete. Then subsequent subscriptions can subscribe passing another emitter to get the next chunk of values, making it partially hot and cold.
